วิสัยทัศน์ พัฒนาศักยภาพกำลังแรงงานให้มีผลิตภาพแรงงานสูง รองรับความต้องการของตลาดแรงงานสมัยใหม่ พันธกิจ พัฒนาและยกระดับมาตรฐานฝีมือแรงงานให้เป็นที่ยอมรับในระดับสากล พัฒนาระบบและสภาพแวดล้อม (ecology) การพัฒนาฝีมือแรงงานรองรับนวัตกรรมและเทคโนโลยี ที่เปลี่ยนแปลง ส่งเสริมการมีส่วนร่วมและพัฒนาศักยภาพเครือข่ายทั้งภาครัฐและเอกชนเพื่อการพัฒนาฝีมือแรงงาน พัฒนาระบบการบริหารจัดการ และการให้บริการ ด้วยเทคโนโลยีที่ทันสมัย ค่านิยมร่วม มุ่งมั่นทำงานเป็นทีมเชิงรุก โปร่งใส ใฝ่รู้ มีจิตบริการ สานสร้างเครือข่าย สมรรถนะหลักขององค์กร เชี่ยวชาญด้านการส่งเสริมและพัฒนาศักยภาพคนทำงาน เป้าหมาย/ตัวชี้วัด ผลิตภาพแรงงานเพิ่มขึ้นร้อยละ 2.5 ต่อปี คนทำงานไม่น้อยกว่าร้อยละ 5.0 มีผลิตภาพเพิ่มขึ้น ผลิตภาพแรงงานในสถานประกอบกิจการเพิ่มขึ้นไม่น้อยกว่าร้อยละ 7 ต่อปี ประเด็นยุทธศาสตร์ 5 ประเด็น การพัฒนาและยกระดับมาตรฐานฝีมือแรงงานให้ได้มาตรฐานสากล การฝึกอบรมฝีมือแรงงานเพื่อรองรับความท้าทายในยุคไทยแลนด์ 4.0 การพัฒนาศักยภาพผู้ประกอบกิจการและแรงงานนอกระบบ การส่งเสริมและพัฒนาเครือข่ายการพัฒนาฝีมือแรงงาน การบริหารจัดการองค์การและระบบฐานข้อมูลให้ทันสมัยยืดหยุ่น และมีประสิทธิภาพสูงอย่างต่อเนื่อง
