Harvested through the Overpass API, selecting only public-service amenity types rather than all OSM categories. Ways and relations are represented by a centre point. Province assignment uses point-in-polygon against ADM1 boundaries, not nearest centroid — provinces are large enough that nearest-centroid misassigns border areas.
