ภารกิจ : เกี่ยวกับการเสนอแนะนโยบายและจัดทำแผนหลัก แผนแม่บท และยุทธศาสตร์การพัฒนาระบบการขนส่งและจราจร ความปลอดภัยและสิ่งแวดล้อมในระบบการขนส่งของประเทศ อำนาจหน้าที่: 1. ศึกษา วิเคราะห์ และจัดทำแผนหลัก แผนแม่บท แผนการลงทุนด้านการขนส่งและจราจรในระดับประเทศ รวมทั้งติดตามและประเมินผลการดำเนินงานตามแผนดังกล่าว 2. ศึกษา เสนอแนะนโยบายและกำหนดมาตรการ มาตรฐานด้านการจัดระบบการจราจรทางบกให้สอดคล้องกับแผนหลักด้านการขนส่งและจราจร วิเคราะห์กลั่นกรองความเหมาะสมของแผนงานและโครงการจัดระบบการจราจรทางบกเสนอต่อคณะกรรมการจัดระบบการจราจรทางบก รวมทั้งการดำเนินการตามกฎหมายว่าด้วยคณะกรรมการจัดระบบการจราจรทางบกและกฎหมายอื่นที่เกี่ยวข้อง 3. ศึกษา วิเคราะห์ และจัดทำรายงานด้านการขนส่งและจราจร ความปลอดภัยและสิ่งแวดล้อมในระบบการขนส่ง 4. ศึกษา วิเคราะห์ และวิจัยเพื่อจัดทำรายงานและแนวโน้มของการขนส่งและจราจร ทั้งในด้านเศรษฐกิจ ความปลอดภัยและสิ่งแวดล้อม และจัดทำระบบข้อมูลและสารสนเทศของการขนส่งและจราจร รวมทั้งพัฒนาเทคโนโลยีการจราจรและขนส่งอัจฉริยะ 5. ปฏิบัติการอื่นใดตามที่กฎหมายกำหนดให้เป็นอำนาจหน้าที่ของสำนักงานหรือตามที่รัฐมนตรีหรือคณะรัฐมนตรีมอบหมาย
